you want to tune the D string (aka 4th string) down a step so that it plays the C note?

If your tuner does not have a C note, you could try tuning it so that when you play the 7th fret A string it sounds the same as when you play the 4th string open. Of course, this assumes your A string is in tune.

Talking about tuning

Do you want to tune down a step which would be to DGCFAD (for the respective strings) or down to C (two hole steps) to CFA#D#GC? If yo want to go down to C tune your string that was origionaly tuned to B down to G and then from there tune the rest by ear.
