To play the 8b10, play the 8th fret on the E string, and push the string up (towards your head) until the note sounds as if you were playing on the 10th fret. This is called a whole-step bend. If it were written as 8b9, then you would bend up until it sounded like you were playing on the 9th fret. This would be called a half step bend. Hope this helps.
